How does the program to obtain the Free CNH work?

The CNH Social program, also known as CNH Gratuita, is a project created in 2014 and carried out in some areas of the country by the Detran in cooperation with the governments of the participating states.

The project is an idealization of the Social Service of Transport and the National Service of Transport Learning (SEST SENAT) enabling low-income young people to obtain a driver's license without paying for it, enter the job market and have the opportunity to work in the transport area.

Through it, the Detrans carry out a screening process with the population of each state, so that some people can receive tuition, exams, evaluations and fees for free, so that low-income people can attend the driving school.

Only a few states offer the CNH Social program, and the application and selection process follows the specifications of the Detran of each of the participating states.

The Federal Government provides the opportunity to obtain the Free CNH.

After registration, the beneficiary will be able to carry out the entire mandatory process to obtain documents completely free of charge, such as:

• driving school;
• exam;
• other charges.

This means that those selected to participate in the program may be exempt from all costs involved in obtaining a National Driver's License (CNH). To obtain this document that proves that citizens are capable of driving, it is necessary to go through:

• classes;
• exams;
• driving test.

Who can apply for a free driver's license? And what documents are needed?

Enrollment rules may vary from state to state, but the program is aimed at low-income people who meet the following requirements:

• Farmer;
• Those who do not have any type of record in the work card;
• Students from public schools with good performance;
• Ex-convicts;
• People with special needs;
• People over 18 years old
• People who have been unemployed for more than 1 year;
• People earning up to 2 minimum wages with proof;
• People who receive Bolsa Família.

Due to the Covid-19 pandemic, registration is being carried out online. Interested parties must complete the online form provided by the Detran and submit the documents required by their state. The most common documents are the following:

• CPF;
• RG;
• Work Card;
• Proof of address;
• For children or family members who do not have ID, a birth certificate is required;
• For students who intend to enroll, a school transcript is required.

Which states offer the possibility of obtaining a free driver's license?

Although it came into effect across the country, not all state Detran units are using the CNH Popular program. Therefore, it is necessary that you monitor the agency's performance by region to find out if there are available applications, see:

• Acre (AC): information regarding registration is available on the Acre Detran website;
• Federal District (DF): According to art. 5 of Ordinance No. 56 of January 26, 2021, new registrations were filed on March 16, 2021;
• Holy Spirit (ES): the 2021 Free CNH process entered the second call phase;
• Goiás (GO): the 2021 Free CNH process entered the second call phase;
• Maranhão (MA): in the state of Maranhão, through the CNH Jovem program, public school students with good grades in the Enem can obtain this document for free;
• Paraíba (PB): it has been with the program in one of its services for a long time;
• Pernambuco (PE);
• Rio Grande do Norte (RN);
• Roraima (RR);
• Sergipe (SE).

It is noteworthy that the program can be admitted by one or more states at any time. Therefore, this list may be much longer at the moment you are reading it, and the chances of your state being on this list are certainly very high.

How to apply for the Free CNH?

In order to enroll in the CNH Popular program and obtain your free CNH, it is necessary, in addition to meeting the minimum requirements mentioned above and residing in one of the states that offer the program, the candidate must access the Detran website of their state and search through the page dedicated to the program.

When clicking to register, some information will be requested, such as, for example, the necessary documents that were also shown earlier.

After submitting the documents, applicants must follow these steps:

• If you go to your state's Detran to make your biometric registration;
• Perform medical and psychotechnical examinations;
• Theoretical and practical courses;
• And the final test.

What should you do if selected?

Once accepted, the citizen needs to register in accordance with the regulations of the Detran, and the process of obtaining the Free CNH will begin. Due to the pandemic, the theoretical part (CFC) is held online, but exams and practical classes are done in person.

On the other hand, the medical evaluation will be scheduled in advance according to the schedule of the school where the student is enrolled.
